Recently, at the invitation of the German Economic Team in Moldova (GET Moldova) and the German Council for International Relations (DGAP), the Minister of Finance, Octavian Armașu, and the Governor of the NBM, Sergiu Cioclea, made a working visit to Berlin to participate in a seminar dedicated to the economic and banking reforms in the Republic of Moldova.

During the first 9 months of 2017, the assets of the banking sector continued to register growth, the banks maintaining capital, liquidity and profitability at a high level.

The Parliament has passed today the Law on banking activity in final reading, which will modernize the regulation and supervision standards in the banking system.

The management of the National Bank of Moldova (the NBM) met with the representatives of the National Confederation of Employers of the Republic of Moldova (the NCEM) on 2 October 2017.

The signed memorandum opens new opportunities to extend the technical assistance in the banking field and to attract the expertise of the EU central banks.

The draft law sets out the transition to Basel III principles through the harmonization with the EU legislation and was developed with the EU financing support, within the Twinning project.

The document provides for the creation of framework to facilitate the collaboration between the parties and to extend the technical assistance in banking sector.  At the same time, the memorandum offers new opportunities to attract international expertise from the Black Sea countries in fields of major interest for the NBM.

The customers of B.C. „EXIMBANK-Gruppo Veneto Banca" S.A. of the Republic of Moldova will not bear any consequences as a result of this transfer: the bank’s offices and subdivisions will be fully functioning and open on a regular basis. All banking operations will be performed without changes only under the responsibility of the new shareholder - Intesa Sanpaolo.

The Executive Board of the National Bank of Moldova approved the Regulation on banks’ activity management framework. The new provisions refer to the bank’s corporate governance structure, internal control mechanism and risks management methods

This project complies with the NBM strategic objectives, which aims to develop the supervision function of the NBM. Thus, the information solution related to the licensing, authorisation and notification process is a component part of the NBM programme on implementing the Central Risk Monitoring System and is the second component of this Central.

The National Bank of Moldova has improved the legal framework in the domain of monitoring transactions with the banks’ related persons. The main objective is to mitigate the risks to which the banks may be exposed as a result of engaging in such kind of transactions.

In order to be aware of the economic, legal, monetary, prudential and bureaucratic constraints affecting the process of lending to the real sector, the National Bank of Moldova solicits sending proposals to improve the process of lending to the national economy by 20 April 2017.

Thereby, an increased attention during the on-site and off-site inspections will be granted to the following areas: 1. Transparency of shareholders;  2. Credit risk, including non-performing loans, “large” exposures and exposures to affiliated persons;  3. Operational risk;  4. Internal Governance;  5. Anti-money laundering and terrorist financing.

During 01.01.2016 - 31.12.2016, National Bank conducted a total of 595 inspections at foreign exchange entities to verify their compliance with the legislation in force.

The project will reduce administrative costs incurred by the third parties (licensed banks, electronic money issuers, foreign exchange entities etc.) related to the aforementioned processes and will contribute to their transparency.

The information solution on Credit Risk Register was put into operation. The project implementation offers to the National Bank the possibility of concentrating detailed, reliable and prompt information related to credit risk, to which licensed banks are exposed.

National Bank of Moldova and the Moldovan Government have met the prior actions of the Memorandum of Economic and Financial Policies (MEFP) of the agreement at staff level between the Moldovan authorities and IMF experts concluded on 26 July 2016.

The Executive Board of the National Bank of Moldova approved on 16th of May 2016 the decision to sanction  with fines certain shareholders of BC “EuroCreditBank” S.A. for the failure to submit the information/documents required by the National Bank in order to exercise its supervision function and to assess the suitability of shareholders.

During 01.01.2016 - 20.05.2016, National Bank conducted a total of 371 inspections at foreign exchange entities to verify their compliance with the legislation in force.
